Just played a QB where my German spotter laid down a barrage along a tree line. Even after numerous spotting rounds, all the fire fell on only one end of the barrage line, and not at all along it.
Very strange. Is this a bug or just bad spotting?
 
Without a save it is difficult to say for certain. IMO the odds are that it was bad spotting. The game will allow you to plot an area or line mission where you can only see the two opposite points you clicked. However when your spotter has to call in this mission the accuracy may be problematic in part because spotting rounds may fall where they can't be seen.

What he said. I'd also add check the skill level of the spotter, wind strength etc as these can all play a part in raising the risk of rounds going off target. It's never a 1 + 1 = 2 type of calculation in Combat Mission.
 
I have a different idea about what happened here.

I believe it's because you made a line mission, but only assigned one gun, high rate of fire, and a relatively small number of shells.

The way a linear mission works is that each gun will fire a number of shells against one point of the line, then shift the impact point and fire some more, etc. If your fire mission is of short duration, you will only get to see the shells hit one point of the line.

Bad spotting can also cause a mission to not hit the target, but in that case, the whole line would be displaced - you'd still see a line barrage coming down, but in the wrong spot.
