Background:
Global Hazard Containment Task Force (GHCTF)

Established under a UN Security Council mandate, the GHCTF is a covert multinational unit designed to respond rapidly to catastrophic incidents where the actor is non-state or unclear. Its mission is to investigate, contain, and if necessary neutralize chemical, biological, radiological, or nuclear threats before they escalate beyond control. The force is organized around rapid-deployment Assessment Company, a dedicated Containment Battalion, and a hard-hitting Assault Company, supported by pilots, decontamination units, logistics, and technical specialists.

The unit was established in the wake of the Takistani OKB-754 nuclear incident and the Tanoan super-strain malaria outbreak, two crises that revealed how unprepared the international community was to face sudden, transnational hazards without a clear state actor behind them. The GHCTF was conceived as a standing, globally deployable solution - first in, last out when disaster strikes.

Situation:
Chernarussian forces have hastily cordoned off a village in South Zagoria after reports of an unknown outbreak. A dense, lingering fog has grounded drones and blinded satellite reconnaissance, leaving the scale of the incident unclear. With CDF chemical defense units still deployed far to the west, local troops have been forced to improvise checkpoints and containment measures. The crisis has already drawn the attention of the UN Security Council: A permanent member has expressed deep concern given the site’s proximity to its border. In response, a GHCTF Assessment Team has been deployed under emergency authority to establish the nature of the outbreak and determine whether containment is still possible.

Mission:
GHCTF Assessment Team is to enter the cordoned area under emergency authority and establish the nature of the reported outbreak. Your objectives are:
  1. Locate the source of the contamination within the village cordon.
  2. Assess the threat - biological, chemical, or other.
  3. Recover samples and evidence where possible.
  4. Report findings for further containment action.
Engagement is authorized only in self-defense or if hostile elements obstruct the mission. Containment remains the priority - escalation risks undermining international cooperation in the region.


Execution:
Entry will be made through the established CDF cordon. Local troops are under-equipped, poorly informed, and increasingly nervous. Expect a mix of suspicion and relief when you arrive in full protective gear - cooperation cannot be guaranteed. Maintain professional conduct, but prepare for confusion, panic, or even resistance should your presence be misunderstood.

Rules of Engagement remain self-defense only. CDF soldiers are not hostile actors, and preserving cooperation is critical for access and information flow. Any confrontation with local forces risks political fallout.

Movement beyond the checkpoint must be deliberate and cautious. With aerial reconnaissance blinded by fog, you are to rely on direct observation and on-site sampling to build a picture of the hazard’s origin.

Intelligence:
  • Local CDF elements at the cordon report they have lost contact with the first units that entered the area. No reliable radio traffic has been received since initial reports of the outbreak.
  • A tank platoon was scheduled to transit through the sector at the same time the incident occurred, its status remains unknown.
  • Civilians who passed through the improvised decontamination camp provide only fragmentary accounts: a loud detonation or crash, followed by people "acting strangely" in the streets. Most were too disoriented to recall details.
  • Visibility is severely reduced by the thick fog; aerial reconnaissance remains unavailable. Ground confirmation is the only means of establishing what has happened.
