That makes it nearly impossible to pin an enemy unit.
Lets say you have an enemy unit surrounded by three units in star formation. You attack and win but the defender plays for minimal losses. He can now retreat to three different hexes - two of them now 'behind' the attacking unit. Easier to catch a wet bar of soap.
Please reconsider answer 4&5 above. You could allow retreating units to always pass through friendly units (thereby disrupting (=no attack next turn) the friendly) to make it a bit easier to escape. But surrounding the enemy is the main goal of any military campaign since the dawn of time for a reason.
