If a scenario listed in the proving ground shows a requirement to have a game patched to a particular version say 4.0 or 3.0 for CMBN, will it still play ok under version 4.1?

Yes, most likely. In general scenarios created in older versions will open and play in newer ones. Even Shock Force 2.01 will open 1.x scenarios just fine. If you mean will they play the same - perhaps. The difference between CMBN 3.0 and 4.0 is most effected by the Tac AI bug that was fixed in 4.01 so I suspect scenarios from those version will play just fine.
