Wow--your mod makes the decals look different than on my game! On my game, they are big whitish gray marks. Yes--I scored 4 non-penetrating hits all around the bow gunner.
On the next turn, this tank rolled backwards and exposed part of its side and got penetrated 4 times in the side upper hull.

Are these decals good for all the WWII games or just CMBN?
Probably, haven't tested it but several of the mods are compatible between the titles. Specific UI mods for example are not but stuff like trees, walls ect usually are. Just drop in a "Z" folder and try. If it doesn't work just delete. I've found the mods are just eye candy, none actually effect the game. Not used to gain an advantage over another opponent.
