This is an operational-level simulation of land warfare intended to aid staff officers in organizing and conducting wargames during their operations planning process. What makes this really useful in campaign design (from an operational stand point).
These are rules for campaign design rather than a game itself.

SOK is played in flexible turns that telescope to appropriately match the tactical situation. When the two sides are not directly interacting, or there is otherwise no need for a fine degree of granularity in game play, daily Operational Turns (OT) are used. The Operational Turn compresses time and allows relatively slow-moving ground forces to get to the fight without the players growing old.
When troops are in contact, 1-hour Tactical Turns (TacTurn) are used. TacTurns are designed to be used in conjunction with boxes in the “Box Method” of wargaming. If it is not immediately obvious exactly when or where contact occurred, the players must run movement of their units backward in time until they determine the exact time when the first units interacted. At that point, they begin using Tactical Turns, for us here that will be a CM battle.

It has good movement rules, not only for crossing terrain but unit assembly times and railcar capacity.
