I was going to do a fancy presentation, but as setting it up takes longer than i was expecting and that i am going fishing i will leave you with a simple briefing. We will be playing as CSAT Pacific (CN), and we are nominally the bad guys.

Situation:
Just over a year ago, the local administration of Tanoa defaulted on a series of infrastructure loans acquired under the Chinese Belt and Road Initiative. In response, key strategic assets including the central open pit mine and deepwater port were transferred to Chinese corporate and government control as collateral. These transfers were formalized under the Tanoan Debt Recovery and Stabilization Accord, negotiated without input from the Horizon national government.
To secure these assets and prevent further destabilization, Tanoan regional authorities acting independently granted the Chinese military operating under the CSAT banner permission to establish a permanent base on the island of Tuvanaka. Publicly described as a "security cooperation agreement" the deployment was met with immediate backlash from the central Horizon government.
This marked the beginning of what international observers have since called a "soft annexation": a gradual erosion of Horizon sovereignty in favor of CSAT influence. The presence of foreign troops, combined with increasing economic and political dependency on CSAT-aligned corporate entities, has effectively severed Tanoa from the rest of the Horizon Islands. While no formal declaration of independence has been made, Tanoa now operates as a de facto autonomous region under CSAT protection, a situation the Horizon government has declared illegal and unconstitutional.
This schism has fractured both the civilian population and the former Horizon security forces. Insurgency has taken root in the jungle highlands, fueled by displaced communities, militant nationalists, and suspected foreign backing. Tanoa is no longer simply a trade hub it has become the flashpoint in a larger Pacific power struggle.
A small tweak in the modlist is planned.
