If you select your tournament scenarios in the list after choosing "Battle" from the main menu, little green dots appear above the module icons that are required to play them.

All this time and I had no clue that was a feature in the games

So I just checked the 3 scenarios, it appears all three require the 2 module and , two of them require the 3rd module.
SO for sure , the modules are needed.

It may have something more to do with CMFI specifically than WW2, it's not the most popular title it seems.
