I am still playing my first play through as Brittonae and have conquered most of modern day France and Germany but can't seem to be able to recruit skirmishers outside of the British Isles. Is this a bug?
I do have access to skirmishers in Armorica in France, but not sure why, do have a shrine and other tools. However nothing that says this allows skirmishers.

I just checked and I also have access to skirmishers in Amorica so that appears to be correct.
One thing I have noticed that is definitely some kind of a bug, at least in my current play through, is that I can't recruit chariots anywhere. The chariots I currently have are my original ones from the very start. I have wheel makers in the appropriate regions & provinces but the icon to build chariots does not appear.
On a separate note, does anyone know how to abandon a province?

@Nelson1812 thanks, yes definitely a bug in my current playthrough.
I experimented with starting a new play through and I can now build them with the Wheel Maker.
I think my current play through has some how been corrupted.
