You're thinking of the smaller gulf states like Bahrain or Qatar. Saudi Arabia has enough manpower to fill its ranks (not to mention that those are Saudi Arabian National Guard troops not regular army, ie recruited from Tribes loyal to the Royal Family). Pakistani drill instructors and advisors aren't an uncommon sight in Saudi Military Bases though.
