Ok, my previous reply was too harsh. Is there a market for this type of game? I think I bought an HPS game, Tigers on the Prowl, sometime in the 1990s. I never got to play it because the interface was too obtuse for me.

The above clearly shows that the developer has the best of intentions, but this game should never have been released in its current condition. The amount of work still necessary, with the current available work force, just seems impossible.
