Don't fool yourself , it's a given that Russia and NATO will whip out tac nukes early. You are being extremely naive if you do not think that militaries that have tac nukes will not use them to gain an advantage. The old Red Army thought if tac nukes as just super artillery to blow holes though the NATO lines to reach Western Europe....you think that attitude has changed?

No. I taught NBC warfare and maintenance for several years (US Army). We taught where to be and how to shield from intermediate and close range nuclear strikes (tactical nukes), radiation treatment and managing troops exposed to direct and indirect radiation exposure. And what procedures and protocol to follow, if exposed to lethal radiation doses. Time tables for completing missions under lethal conditions, effects to troops health, mortality rates over time and troop efficiency declines. Nuclear warfare is just another obstacle or tactic to the military, no better, no worse than chemicals or bios.
Nuclear release is a political decision, not a military decision.
 
Yes it is a political decision yet you are assuming that the political decision will be made at the time of the event, not beforehand...
