PS- I'm trying to find data for Stugs and Panzerjager 1's too, and will edit the figures in when I have them
 
Befehlspanzer means "command tank", they have big aerials sticking out and are used by the Regiment commander and his staff, usually slightly to the rear rather than in the thick of the fighting.
They could be the best tank types available, or just a mix of various types, some had their guns removed and replaced by wooden dummies to make more room for radios and map tables etc
 
So far, the figures for Stugs that I've come up with indicate 400 Stug A,B and C's were produced from Jan 40 to May 41, (all with the short 75mm gun).
So on June 22nd 1941 we could guess about 300 were available for Barbarossa if we assume 100 were either lost in France or were stationed aound occupied countries.

As regards the Panzerjager 1, a source says 135 were available for Barbarossa.

The Stugs and Pzjg-1's were formed into units and attached wherever they were needed as the situation demanded.
 
Interesting, I am reading the book "Panzer Operations" by Erhard Raus = He discusses his TO&E of his Kampfgruppe, as well as Seckendorf's and the 6th PzDivisions...It seemed that a majority of the Pz35t's at the start of Barbarossa was given to him and the 6th PzDiv.
 
6th & 7th Pz div had the Pz 35T & Pz 38T as their mounts, remember that they aslo had Pz IV D/F in their ORBAT as well in the heavy companies of the Pz Regiment.
 
Make up of 1941 circa Pz Div as follow, the following had 2 battalions in the Pz Regt, the rest had 3 battalions.
1st Pz Div = Pz Regt 1
4th Pz Div = Pz Regt 35
9th Pz Div = Pz Regt 33
10th Pz Div = Pz Regt 7
11th Pz Div = Pz Regt 15
13th Pz Div = Pz Regt 4
14th Pz Div = Pz Regt 36
16th Pz Div = Pz Regt 2
all the rest had as stated 3 Pz Abtielung with the Pz regt.

1 Armoured Aufklarungs Abtielung 2 kompanies mounted on Armoured cars (a mix of Sdkfz 222/223/232 & 1 lorry mounted Schutzen Kompanie, alos a heavy Kompanie with AT/Flak/HMG Zugs)
1 Panzerjagd Abtielung (this varied from Div to Div but most were equiped with Pak 36-37mm, very few had Pak 38/9-50mm)
1 Pz Arty regt normally 3 Abtielung each of 2 105mm batteries and 1 of 150mm.
1 Flak Abtielung (3 light Kompanies & 1 Schwere (88) Kompanie
Div Train (workshops etc)
Div Bridging Kompanie ( had the ability to cross rivers upto 20/30 meteres on its own, larger needed Korps pioneere support)
