I think that it relates to this report from Rand earlier this year about a potential Russian invasion of the Baltic states http://www.rand.org/pubs/research_reports/RR1253.html
The report is quite short (16 pp I think), but can be summarised in five words,- "The Baltics would be f00ked". Not quite that, but the conclusion is that the Russians would roll over two of three states in 60 hours max, leaving NATO with the options of 1. doing nothing, or 2. counterattacking to take them back once there are enough heavy units in theatre.
Anyway, an interesting read.
