Why didn't president Roosevelt sack general MacArthur in 1941?

After the attack on Pearl Harbour admiral Kimmel and General Scott were removed of their commands.

Despite the warning MacArthur had because of the attack on Pearl Harbour, he still got surprised by the Japanese and as a result a large portion of the US Air Force was damaged and destroyed on the ground.

So why was MacArthur not fired as well?

I wonder what would happen if George Patton was send instead of MacArthur, and he had time and equipment to trained the troops there. I think history would have been some what more colorful in the Pacific. Still would have ended the same way, but would have taken longer and a lot more Japanese troops for sure.
