I think he is/was a clumsy guy. He seemed a bit stupid, but you can't, can you, when you're the president of the USA? Right?
 
Obviously you can :). He proved it by himself on numerous occasions. Not just by these few quotes.
 
Definitely. He was just the Puppet and the Puppet masters pulled the strings. But I guess this was not just the case with him. It is a quite common pattern you can find all over the world.
