Yeah, back in the day when Governments and the population collectively said, "oh we don't need mining". There were rules in place to basically only trade with Britain the the Commonwealth which limited business investment opportunities - "We do agriculture for the Empire". Gold rushes were the exception of course. Luckily, that nonsense was thrown out the window eventually.
I'm not into boxing one bit but this one made me laugh.
