I'm playing a H2H and when I spotted an enemy tank, the commander was standing on it. Is it a graphics glitch or is there a way to do that?

That is typically symptom of a missing patch or upgrade file. Early CMBN and CMFI suffered from a complex install process.
If you have not used the all in one installer I would recommend reinstalling using that.
If you have done that then I'm not sure what to recommend. Probably should contact BFC support.
